There is no cook book answer. It is important to understand the bees and bee biology .In Maryland it could be 62 degrees today and 27 degree tonight. The sugar water will not warm up.
I know some beeks who have sugar water on now. I wouldn't put it on until it gets warm. The bees can't start wax building until it gets warm So why put it on when it's cold? If you feed them too much they could fill the brood nest and swarm when it gets warm.
I have a couple overwintered nucs that are booming and still have plenty of winter stores left. They also have cold fondant and pollen patties which they are eating. They won't be fed until they are transferred to a 10 frame deep, maybe next month.
